University of Kentucky Unveils New 9-1-1 Communications System
PlantCML and Windstream Communications Team Up to Deliver Reliable, Flexible Call Center Solution

Lexington, KY – After months of intensive research and planning, the University of Kentucky (UK) has unveiled a new public safety communications system for 9-1-1 call taking and dispatch, thus helping the school better serve the emergency needs of faculty, staff and students.

The new system was developed through a partnership between PlantCML, North America’s leader in mission-critical communications, and Windstream Communications (NYSE: WIN), the largest voice and broadband provider focused on serving rural America. It is designed to serve as the primary emergency telephone system for the University Police Department’s 9-1-1 center, allowing officials to quickly process calls and dispatch emergency personnel to the identified location while also collecting and managing critical databases.

“Within the last couple of years, the University of Kentucky has experienced substantial growth and it is essential for the Public Safety Call Center to keep up with the evolving needs of our campus,” said Doyle Friskney, UK’s Associate VP of Information Technology. “Unlike our old homegrown system, PlantCML and Windstream have provided us with state-of-the-art 9-1-1 technology that is
flexible and can easily adapt as our needs change in the future.”

“The new system provided by PlantCML and Windstream will drastically reduce the amount of time that it takes for the University Police to respond to an emergency on campus by providing our communications personnel with detailed caller information and location,” said Joe Monroe, UK Police’s Interim Chief.
The new communications system features a variety of technologies developed by PlantCML that will be utilized on Windstream’s voice and data services. At the solution’s backbone is PlantCML’s VESTA® Pallas™, a powerful Computer Telephony Integration (CTI) system that provides intelligent call routing, Automatic Number Identification (ANI), Automatic Location Identification (ALI), and integrates with mapping, incident management, and Computer-Aided Dispatch (CAD) applications.
Additionally, PlantCML installed its PEAbody™ database management system and MagIC management information system, enabling the university to filter, track and report call data, ultimately streamlining its 9-1-1 operations.

The new public safety communications system also mirrors that of the Lexington Police Department’s call center. According to the University, this will allow the two call centers to integrate in the future and implement any necessary redundancy and back-up measures.
